Mosaic promotes Duggan to lead North American claims

Hamilton, Bermuda—Mosaic Insurance has named environmental and casualty risk specialist and former district attorney Thomas Duggan as the company’s claims head for North America.

Based in New York, Duggan will oversee Mosaic’s claims teams for all lines of business throughout the Americas, including environmental liability, transactional liability, political violence, political risk, and cyber, and directly handle environmental claims globally.

Duggan was one of 14 environmental specialists Mosaic hired across the US last year to build out the unit. He reports to Mosaic’s Global Head of Claims, Natalie Graham, whose team currently has 11 experts based in New York and London.

 Duggan has more than 25 years’ experience in law, underwriting, and claims. His environmental expertise comprises first-party environmental cleanup and third-party liability claims across numerous industries, including oil & gas, metal mining, power generation, waste management, real estate, banking and private equity. He previously served as head of environmental claims for Liberty Mutual and Ironshore, and also held various roles in professional, casualty, and environmental claims and underwriting at Zurich and AIG. He began his legal career as an assistant district attorney in the Brooklyn District Attorney’s Office, New York.

Mosaic’s distinctive operating model underwrites on behalf of 30 other top-rated insurers worldwide, led by its own Lloyd’s Syndicate 1609. Notably, its hybrid approach integrates claims and underwriting functions for clients and has full control of claims handling and settlement as lead underwriter.

The company’s Americas regional footprint now encompasses product specialists across the US, including in New York, Atlanta, Boston, Philadelphia, Chicago, Roanoke, Boulder, New Orleans, Salt Lake City, and Los Angeles, as well as Canada and Bermuda.
